Windows LASS shutdown message


Is there anyway to stop windows from restarting from that notorious shutdown message box ... when you don't have the administrative rights on the PC ?

like you can bypass the shutdown box by typing run -> shutdown -a

but this does not work when you don't have the admin rights on windows
neither you can run the symantec removal tools without them ?
