Windows boot file, is it still wonky?

Since forever, I've always done Windows installs with only one unpartitioned hard drive. Because Windows wants to put .ini files in places they don't go.

I had heard they fixed this, is it still a thing? I did an install yesterday and I followed that protocol just in case.

Folk-lore. Most of what you read is irrelevant these days with Win10.
