It isn't really linux related but I do wallpapers.

Don't forget art.gnome.org, and I like ResExcellence (wallpaper = desktop picture on the Mac). And Digital Blasphemy is fantastic.

Freshmeat can be a good place too. I usually end up DLing a theme and then pulling the background image out so I can use it on WinNT at work.
