Simple Live Streaming Video Solution

The requirements are these:

1. Free or low-cost
2. High quality (I think this is a factor of the internet connection alone)
3. Multi-lingual interface, specifically it must have Hebrew
4. The main issue is the video stream is private and should be accessible only by those parties with an invite and no one else, meaning invites can't be forwarded to a friend and used twice

They have a video camera and internet connection set up and have been using Skype, but they must sit there and monitor to see if someone joins the video without permission then kick them off, so they want a solution that fixes that.

I think this is fairly simple, but I don't have a lot of experience with this. One of these websites who does this would be fine. Any suggestions? Thank you.

I don't think Stremio does that exactly... VLC?

Or, pay a developer... maybe add suggestions to open source developments going on now*, near what you need?
