I have read this post multiple times and must say I cannot make any sense of it.

Please state more clearly what the point of the exercise is, what the "input" values, constraints and goals are, and give us a clear example from input to end product of what the desired transformation is.

You might start by telling what programming language that you are using. Not a lot of discussion of c# on this forum.
