explore2fs reads linux drives differently in win98 and winxp


I have Explore2fs ver 1.00 pre6 installed. I have 6 partitions on 80GB HDD.
On c: i installed win98 on d: winXP which are seen by linux as hda1 & hda2 respectively.
My question is why same utility shows linux partitions from explore2fs as different hda drives?
In win98 when i run that utility partitions /boot as hda9 and /root as hda10 recognised but in winxp they are recognised as hda6 and hda7 respectively.
4partitions for windows and 1 for linux seen by fdisk in win98.
