background image position

dear friends,
in my website, my body part starts as:
<BODY background="images/background.png">
<div align="center"><IMG src="images/name1.png" alt="name" align="top" border="0"></div><br>
but it is causing a problem that the position of the image is resolution dependent.

is there anyway to get rid of this problem?

Do you want it to be a "watermark"?
