vsftpd user config question


Ok Here is what I want to do. Should be pretty basic.
Allow access to only one user via ftp with vsftpd. I want that user to be able to upload and download and view modify etc... to the docroot directory of apache.
Here is what I tried.
Added all the local usernames minus the user I want to have ftp access to the vsftpd.users file and they are blocked just fine
Dissallowed anonymous ftp access and that works.
Now the user I have setup for ftp access I don't want them to have local access so I set them up with no shell acceess and set there home directory to the docroot directory for apache.
Whaen the user logs in via ftp the following is output
500 OOPS: cannot change directory:/var/html/www
500 OOPS: child died
Connection closed by remote host.

I am sure it has to do with the permisions of that directory but I am not sure what to do about it.
