In my fc5 I've installed vsftp, but when I use a client to connect the message is "Login incorrect".
So I tryed to use proftpd but it's the same.
Why?

In my pc with fc4, I've vsftpd and all is ok, so I've copy the configuration files but nothing change.
I've disable devery firewall, the shell of the users is /bin/bash

Can you post your /etc/vsftpd/vsftpd.conf file.
What user are you trying to login as? ftp? anonymous?

In fc4 (where vsftp is OK) I've the same users of fc5, and I've copy every configration's files.

Your configurations show that anonymous logins are disabled so you will have to login with a user in /etc/passwd.
Type the command netstat -ntlp to find out if ports 21 and 20 are open. They have to be in order for you to access the ftp server.

You may be being blocked by PAM rules so check the files /etc/vsftpd.user_list and /etc/vsftpd.ftpusers. If the login names of any of your users are present in this file you will need to remove them.
Also check the tcpwrappers files to see if there are any rules defined to block vsftpd.

I've made your checks, all is right, but the message is:
