synaptic is the apt-get frontend, right?. apt-get is to install rpms (but you'll probably know).
as FC3 doesn't ship with apt, you'll have to get it elsewhere...
you could do the following:
yum will probably be available to you (try '
rpm -q yum')
go to your /etc/yum.repos.d directory and edit '
dag.repo' with your favourite editor
put in:

[dag]
name=Dag RPM Repository for Fedora Core $releasever
baseurl=http://apt.sw.be/fedora/$releasever/en/$basearch/dag
now try '
yum install synaptic' and it will install synaptic and it's dependancy
apt.
you COULD do it a harder way by downloading tar.gz files or searching for the rpms, but is the easiest way..
But.. as yum comes standard with FC3 as the installation tool, you
could consider using that tool. With the above repository, a package called '
yumi' is available as the graphical front-end for yum.
