sparatic sound card error

I am running FC2 and have a onboard AC97 sound card. I have the alsa drivers and it usually works fine.

However when I load streams into XMMS through KDEradiostation sometimes I get this error:

Couldn't open audio
Please check that
Your soundcard is configured properly
You have the correct output plugin
No other program is blocking the sound card

No other audio program is open so it can't be that. Where do I go to check if my soundcard is configured properly? and how do I check if I have the correct output plugin.

XMMS is not the only audio program that gives me that error when this happens. It seems like all the programs are effected.

Another thing...if I just let it sit for say, 2 - 5 minutes it seems to fix itself.

On a side note: can linux have more than one program controlling the sound card at once?
