Samba shares RO on boot


We are using FC4 as a file server on a windows network. When we boot the share shows up but it is read only to a windows station. When I execute:
# killall smbd nmbd
# smbd -D
# nmbd -D
It comes up with full RW access. Is this a load order problem or something else?
