Exclamation Limiting bandwidth - PLEASE HELP

I have Linux Fedora Core 5 firewall. 2 NICs. Private ip addressing with NAT. Users are downloading from servers at my maximum bandwith upload speed which slows down users inside of the network (LAN) from requesting anything (eg. websites). I would like to cap the upload speed at specified port ONLY. I tried to use CBQ but with no effect. I'm looking now at ALTQ but I have problems running it.

Anyone knows how would I accomplish something like that?

I haven't used any, but I found this tutorial. Granted I'm just skimming, but with CBQ it looks like you just edit a file and add the bandwidth limit, port (in red below) and IP address to limit the bandwidth.
Code:
DEVICE=eth0,10Mbit,1Mbit
RATE=15Kbit
WEIGHT=1Kbit
PRIO=5
RULE=:20,192.168.1.0/24
RULE=:21,192.168.1.0/24
Hope I'm not wasting your time since I'm no expert (just a google freak)...

Sorry, no idea. As I said, I just did a quick google and skimmed that page. I've never actually used it...
