My experience (with CentOS) is that one chooses either to run the Live version or to install to the hard drive, so once you're in the Live version, the install option is not there.
Reboot. You should be given a choice to install instead of running Live. Let us know.

That still does not explain why its not there. Fedora always had the install to disk link, and many youtube reviews for 30 still show it. Also, a livecd of 30 Xfce that I have next to me shows the link.
