After download, run the "md5sum" command-line program on the *.iso files. Either compare the printed checksums manually with what is listed in the file MD5SUMS on the download server. Or run "md5sum -c MD5SUMS" to check all files automatically.
Then burn the ISO images onto CD. Make sure you burn them correctly. That is, the files within the ISO filesystem should appear on the burnt CD, not just the ISO image file itself. Don't alter any settings in your CD burning program, trying to make the CD bootable or so. The ISO image data itself contain the bootable filesystem. Your CD burning program should have an option to "burn an ISO image". Try burning the CDs at slower speed if you can't seem to make them work.
Once the first CD boots, it offers to verify all burnt CDs with a built-in checksum check. Prefer DAO or SAO mode (else use TAO mode with padding) if your CD writer supports it.
In your running FC1 system, you can insert the CD and run "md5sum /dev/cdrom". It should also print the correct checksum of the ISO image, provided that the CD was burnt correctly. Covering run-out sectors at the end of a CD is beyond this message.

Can you move from fc1 to fc3 without going via fc2?

Yes.
