chinese support on kde doesnt load zh_CN.UTF-8


Okay i am trying to set up chinese support for my gf's fc4 laptop, we have installed lots of fonts, and now she is able to read chinese in amarok and other apps, the problem is that some files and folders just have ???? as names. I assume that this is cos zh_CN.UTF-8 isn't set how can i check that the system supports that, i use gentoo and can easily check /etc/locales.build but fc4 doesn't seem to have that. Another thing is how can i set zh_CN.UTF-8 so that it automatically loads on entering X. That is also an issue i cant seem to get to work on my gentoo box.
ANother problem she has encountered is that scim doesnt seem to work for her, she can load it and then it just freezes.
She uses KDE incase that matters.
