Lightbulb Apache filetypes and downloads

It seems that a while back I saw someone write an article about this. What I want to do it disallow certain filetypes from being downloaded from the server. I particularly don't want someone to upload AVI files and half the world run them from my location/server.

Is anyone able to lend me a hand with this?

Thanks,
Greg
