tool to migrate disk from HDD to SDD


i have some systems Laptops and desktops, that some are running Windows, other run Debian, while some others are dual boot and they have HDD disks. I would like to migrate them to sdd, but not the same size. For example the laptops have 500GB HDD that is used around 150GB. I would like to use 240GB SSD. I have used the dd tool before, but it needs the recipient disk to be the same or larger in size.
Is there any tool in Debian that i could use to migrate the HDDs to smaller SDD, please?

for ext4 (and other natively supported filesystems) you can use rsync after partitioning and formatting.
I recommend windows to move ntfs partitions (together with attributes, permissions).

is there any tool in total that it could do the whole job? eg as dd is doing for the sector to sector copy/paste?
