Installing just the base system gives no graphical environment, you can than use Lynx for surfing.

When you install, if you use tasksel, you can choose the groups of packages you want. Just leave X out. Or you can install the base, run dselect and install any additional packages you need.

You will want to install elinks or links. Both much better than Lynx.

If you get the Debian Netinstall ISO, it will install a very basic system that you can build on.

Then just setup your apt repositories and install away.

install the base system.
do not use tasksel but just apt to install only what you need

usefull programs
midnight commander , links/lynx/elinks, zip/unzip/tar/rar/unrar, vim, eject, mp3blaster, cdcd, cdrecord, ftp, smbclient, less, a shell with usefull aliases and completion, and lots of other cli applications depending on what you intend to do with your pc.
