How to enable scroll up and down from page?

I'm using debian system. But don't know how to enable scrolling function at /etc/X11/XF86Config-4. May anyone tell me how to start-up it?

To view the file you can use the less command in a terminal window.

less /etc/X11/XF86Config-4, should allow you to view it with scrolling up and down.

Is this what you mean?
