Mate is a desktop environment. If you install debian you can select the Mate desktop environment during install.
You will need to find out if the Arch Linux packages which you like are replicated in the debian OS.
Creating a custom debian distro to your personal preference requires programming knowledge.
If you wanted an MS Windows operating system with an Apple Mac desktop environment - then you would need programming experience to create it yourself.
Since debian already has a Mate desktop environment then it would seem most of your demands are met. Of course, you will still need to find out if debian has the same Arch Linux packages you prefer.

I created a debian-installer on usb for an amd processor from

If you have an intel processor you may need to start from

Wallpapers are image files. Simply install debian with a Mate desktop environment and transfer all your backgrounds which are saved on a usb or different partition onto your new install.
