fluxbox keys

using fluxbox in slackware i could have my keybindings set without any modifiers and they worked perfectly. i have installed debian etch and i cannot seem to get the key bindings to work without a modifier. im not sure what could be so different from the slackware version of fluxbox and the debian version.

Examples:

Slackware keys file:
Code:
F1 :ExecCommand rxvt
Debian keys file:
Code:
Mod1 F1 :ExecCommand rxvt
anyone have any idea what i would need to do?
