According to the various posts by this user, he build himself a distro. And he based it on Red Hat:

Installing apt on an rpm-based system is a nightmare, installing apt on an rpm-based system you've scraped together from all over the place is nigh impossible... I recommend you'd either: a) start from scratch, using Debian as your base or b) forget building your own distro all-together. Third option, just sprang to mind, is building your distro with LFS, Gentoo or Slackware.
