[SOLVED] Debian csm and uefi

Can you install Debian on a 64bit PC, with just csm mode enabled or does it have to have UEFI enabled also?

csm mode and UEFI mode are mutually exclusive. I always recommend to use UEFI whenever it is available.
Some installers (I don't know about Debians) can get confused if you select CSM. Better you don't unless you absolutely have to.

So UEFI only? or CSM & UEFI enabled?

If windows is pre-installed, installed debian in the same mode that windows was installed.

Uefi mode is always enabled. Csm is an alternate mode that can be enabled to allow older systems that are not uefi capable to boot on uefi hardware.

For your original question, yes you can setup debian to boot in csm mode. However, as per syg00 boot in uefi mode, the default mode.
