The question is rather general, but I'll take a stab at it.
VeraCrypt for Debian would likely be an installation package in the *.deb format designed to be compatible with Debian's package management system, as VeraCrypt is available in
many different installation formats.
VeraCrypt for console would be a version of VeraCrypt designed to be run from the command line. I have not used VeraCrypt, but would expect that the Debian package would also support console mode.
It seems to me that this is really sort of an apples and oranges question. The interface (GUI or console) is the apple. The package format (*.exe, *.deb, *.rpm, etc.) is the orange.
