I am using debian sid. I am able to connect internet as root. But I am not able to connect as normal user. I have to add user to dialout in /etc/gruop to connect as normal user.
here is my /etc/group:->

I believe that editing the /etc/group file (as you did ) should work. You may have to run <updatedb> for the change to take affect. I am not certain.
Another way to add a user to a group is with the <adduser> command:
<adduser subhendu dialout> run as root should add subhendu to the dialout group.
I added user to dialout in /etc/group, but no result. Even I added user to dialout through command line. I am not able to dial out as normal user:-why?

I'm not positive but with Debian, it may be a security issue. Where only root can dialout. But you should be able to run pon to start the connection and then use it as normal user.
If you have KPPP, it should work as normal user if you set it up as normal user. It's been awhile since I had to use dialup connection though.
i believe if you run pppconfig, the menu that comes up offers an advanced option, and under that is adduser. add the user name, then exit back to first menu, save changes, then it should work.
