add/edit privilegies to users


Hi, I want to add/view/edit the privilegies to a specific user, for example, I want to control if the user 'cocolito' can do 'halt', the user 'diana' just can do reboot but no 'halt', can do chwon but no chmod, etc. So what is the way to do that?

Also I want to ask:
Where I can view/edit/stop/add the services currently loaded in my etch box?

Very fine tuning of privileges for a given user could probably be accomplished with a well designed sudo installation. Not the single-hammer Ubuntu approach, but "$ man sudo" explains lots of refinements.

To control services, I generally use sysv-rc-conf
