How to change default password policy in CentOS 7


Hi Guys,
I'am new here.
Just wanted to know how you can change the "default password policy" of centos 7.
I am specifically trying to see if I can change the minimum length of the password to 2 chars
(before you say that I cant do it I know of a case where it is possible but I dont know the config of the server or how it was done).

So any help is appreciated guys!
From what I can see the default length is 8
Thanks!

I already tried the following
- PASS_MIN_LEN in /etc/login.defs. I set that to 2
- and now it says "BAD PASSWORD: The password is too similar to the old one"

/etc/pam.d and authconfig are your friends.
