Question NetBSD 7.0 ssh error:ssh_exchange_identification: read: Connection reset by peer

So I was wanting to play with NetBSD and got the latest 7.0
Loaded it all up in QEMU
.\qemu1\qemu.exe -L ..\qemu1\bios -m 512 -cpu pentium2 -hda disk1.qcow -redir tcp:3333::22

Works great from the console: But I can't ssh into the port 3333 redirection.
I get the below:
NetBSD 7.0 ssh error:ssh_exchange_identification: read: Connection reset by peer

I'm thinking some DNS thing? Or is there some key NetBSD doesn't create on first run? (I just did OPENBSD same way, and it works)
I get different messages when it is down and when it is up.

Down:
$ ssh -p 3333 localhost
ssh: connect to host localhost port 3333: Connection refused

UP:
$ ssh -p 3333 localhost
ssh_exchange_identification: read: Connection reset by peer
So it is talking to something!
