Smile How to allow squid proxy downloads from a specific IP domain

Dear Gentlemen,
Im a newbie to BSD. I have set up a squid proxy in a freebsd 7 box. Also I have integrated ufdbguard urlfiler with my proxy. Now there is a requirement where I need to allow downloads from a specific http and ftp loacation. Please note that Im way too new to squid too. Would someone be kind enough to tell me how I should go about setting this up? For an instance let say I want to allow users to download from following locations.

http://65.89.xx.xx:8084
ftp://65.81.xx.xx

Does this have to be done on ufdb or squid.conf itself. That is where Im really confused. PLease mention the steps gentleman. Thank you very much.

[ Note: I'm not familiar with ufdbguard. ]

To do this in squid, you first should learn about its ACL fundamentals.

In this example case, you're going to need to have a port ACL that allows both 8084 and 21 (along with 80 and 443, probably). You'll deny all ports except those. You're also going to have a dst or dstdomain ACL that allows those two hosts. (All other connections should be explicitly denied at the end of your ruleset.)

Read up on the docs, and take a stab at it...
