[OpenBSD 3.8] /etc/ipsec.conf not present


I am running OpenBSD 3.8 and the ipsec.conf file under /etc/ is not there. I have downloaded the etc.tgz from here : ftp://ftp.openbsd.org/pub/OpenBSD/3.8/i386/ and it too doesn't have the file. This file is supposed to be in the base installation. Does anyone know how can I get this file?

Better yet, my OBSD client needs to talk to freeswan in Linux which uses IPSec. Is there any other way I can do that?

Having already downloaded the bin why don't you create one ?
