where ubuntu stores bash configuration?

Hi I have been trying to set the PS1 shell variable globally on my new install of kubuntu 7 but apparently my terminals aren't reading any of the following

/etc/profile
/etc/bash.bashrc
~.bashrc

so the question is where is kubunut getting the config file for bash??

The files ~/.bashrc and ~/.bash_profile should always be read when you log in and start using bash as your shell. If you're using a terminal emulator I'm not 100% what it does.

on my old fedora system I could change shell vatriables in those files and it would apply to all the shells I started...even konsole
I guess in kubuntu 7 the new console it could either be reading those files but then reading some other config file after, or ignoring them altogether
