I was an Ubuntu user only briefly, but doesn't update-rc.d have functions to add and start services also? I would check the man page if there one, or try to run
to see if it lists the options. Quite a while ago, the Ubuntu people were recommending you NOT use update-rc.d to change services, and they had some horribly convoluted way of managing them instead. This may have changed now, not sure. Have you looked at Ubuntu's forums? They are supposed to be good - I would start there first.
