Cloud surfing

I am a newbie looking to set up a cloud server on my Ubuntu desktop. In general, I am looking for suggestions on what software or forms that I should use to get up and running online.

What do you mean by "cloud," that is, what do you want users to be able to do and who do you want to be able to do it?
