Well, that didn't take long now did it? After hitting a new high on January 2 that was very close to the big milestone, just today Steam officially passed 28 million users online.
I consider that headline poor wording. At first I thought Steam broke something. They just exceeded/passed 28 million users, no breakage involved, other than perhaps breaking a record, but the headline implies they broke users.
