I fell for this error when doing a previous update of KDE.
If the icon for an application you have tried to launch just bounces for the default 30 seconds and then stops, the most likely cause is that the menu link to the applications have broken due to the upgrade and need to be re-established.
This is a nuisance and just one of the reasons why I generally stick to the KDE version issued with whatever release of SuSE I have installed.
Boring I know, but reliable.
