compiling apache with dav for subversion

/usr/local/subversion/bin/svn import /tmp/subversion-layout/ http://127.0.0.1/subvision -m "init import"
svn: PROPFIND request failed on '/subvision'
svn: PROPFIND of '/subvision': 405 Method Not Allowed (http://127.0.0.1)

why do I get this error could it be dav module that's the problem? It did attempted to add the files in but then it said it failed to merge with the repo.

I have compiled apache with

./configure --enable-dav --enable-dav-fs --enable-dav-lock

just recompiled could this be the problem
Installing build system files
libtool: install: warning: `modules/dav/main/mod_dav.la' has not been installed in `/usr/local/apache/modules'
make[1]: Leaving directory `/home/steven/httpd-2.0.61'
