Yes, I run with USEBL=on, I have a few items in blacklist, for example kernel packages (excluding kernel-firmware and kernel-headers). Did you know you can use -noblacklist to turn off the blacklist? For example 'slackpkg download kernel -noblacklist'
To find all the available options use 'slackpkg help -help'
