Set your volumes as user with alsamixer then as root, run :
alsactl store

Desert, KDE has an option to load sound volumes on startup (they're KDE's own, not related with the one you do with alsactl store), its around somewhere in the Control Panel (don't have KDE right now to tell you where), you have to uncheck that option and you'll always have the volumes you had when you did alsactl store.

You need to be root for "alsactl store" to work.
