easy, just delete all your users and login and do eveything as root.........
but if you accidentaly delete a directory you should'nt have,
we can't help you get it back!! to do what you ask, you would need to
change permissions of most of the directories in /etc, /bin, and /sbin
........doing this is also a big security risk...........

I belive that the thing youre looking for is sudoers. The manual page can be seen here http://www.courtesan.com/sudo/man/sudoers.html. Not exactly sure how to use it myself, but tell it to run whichever program you want to run for normal users as root.

P.S. This is a bad idea security wise.

-Hope this helps.

Edit /etc/sudoers and specify what you want to run as who.
