service network restart not bring up eth0:0, 0:1, 0:2 etc

Im pretty sure i configured the files correct since i used the same configuration on other servers

however in one particular server i set all the files, run "service network restart" and only eth0 is bought up

/etc/sysconfig/network-scripts/ifcfg-eth0
/etc/sysconfig/network-scripts/ifcfg-eth0:0
/etc/sysconfig/network-scripts/ifcfg-eth0:1
/etc/sysconfig/network-scripts/ifcfg-eth0:2
/etc/sysconfig/network-scripts/ifcfg-eth0:3

i can manually set the ips by doing ifconfig eth0:1 etc, but why is not service network restart working correct?
