The ip address to will be the ip address of the computer with the ftp server.

What error message did you get?

Are you running vsftpd standalone or from inetd/xinetd?

Check if your firewall such connections.
I have spend a whole day try to configure vsftpd before I recognize that the firewall don't allow the computer to become a ftp server

If you decide to use ftp, you don't need samba.
If you want samba, make sure you have installed samba clinet on your windows box.
But I think ftp is an easier solution. Do you still encouter problem with this?

The firewall is activated by default.
And the firewall will not allow any connections for outside to your computer.
You must configure your firewall to trust connections in ftp protocool or turn it off.
Let's do it and give me the result.
