I want to install SUMO 0.12.3 version in Linux, could you tell me all commands step by step which I have to put and run them within Terminal inside the Ubuntu 12.04.2?

This is a volunteer forum...telling people to hurry up and answer you is fairly rude. Also, this is NOT the place to come for 'step-by-step' guides. If you need that, go to Google and look them up. Amazingly, putting in "how to install sumo in ubuntu" pulls up these:

Within Terminal , I put the first line it was OK but when I put the second one which is( cd sumo-src-0.12.3/) is not working and the error message come says :
(bash: cd: sumo-src-0.12.3/: No such file or directory )
I don't know how can I get sumo-src-0.12.3, could you please send me the zip of it? I really need this.
By the way ,two installing two SUMO version at the same time is OK or I have to remove the last one? , because I installed sumo-src-0.17.1.tar.gz but it doesn't work, so could you please let me know how can I remove it , if you could send me the require commands to do this?

No, we're not going to email you things because you don't want to look them up or get them yourself. If you looked at the second link I sent you in this very thread, it's SUMO's home page...why don't you try the download link at the top of that page?? It has pre-built packages, repository links, and source code...pick one. It ALSO has installation instructions.

...and if you told us WHAT doesn't work, what error(s)/message(s) you get, when you get them, and what you're doing, we can probably help. Unless you provide details, there's nothing we can tell you.
And AGAIN, if you look at the SUMO page I gave you in my first reply, and clicked the "Download" link at the top of it, you'd ALSO see the "Older Versions" link at the bottom if you looked. Amazingly, that's where the older versions are, including 12.3.

The "Makefile.in" is used for creating the required 'Makefile': Read post #10.
No "Makefile" : No install or uninstall is possible :
You will have to do ./configure --prefix=<actual-location>
... where <actual-location> is the location of the files to uninstall,
e.g. /usr/local/
