RedHat Linux AS 2.1 FTP issue

I am running RedHat AS 2.1. During the installation i forgot to add FTP server but later on i have add that package from RedHat website. It installed sucessfully but its not allowing real users to login to the machine. Anonymous user works fine.
here what i have tested so far.
in my /etc/ftpaccess file when i delete anonymous user i can't login anonymously from other machine. Whether i remove or not (guest,real *) it doesn't allow users to login to the machine in any case.
Here is my /etc/ftpacces file below.
class all anonymous,guest,real *
greeting text COMPANY FTP server ready
log transfers anonymous,real inbound,outbound
passive ports 0.0.0.0/0 30001 30100
log commands
My question where ftpaccess is reading guest and real users from? If it is reading from /etc/passwd and /etc/group but why it doesn't allow users to login to the machine.
here is an error messages.
