No rule to make target `confdir.sgml.in'

I'm getting the following error when trying to install fontconfig-2.2.90:

Code:
make[2]: Entering directory `/home/intersec/fontconfig-2.2.90/doc'
make[2]: *** No rule to make target `confdir.sgml.in', needed by `confdir.sgml'. Stop.
make[2]: Leaving directory `/home/intersec/fontconfig-2.2.90/doc'
make[1]: *** [all-recursive] Error 1
make[1]: Leaving directory `/home/intersec/fontconfig-2.2.90'
make: *** [all-recursive-am] Error 2
I've googled this but have come up with nothing useful.
