There is no 'basic' RHEL; there are three versions of RHEL v3.0:
AS - Advanced Server
WS - Work Station
ES - Edge Server (I think that's what it stands for)

So, you're ordering a new PC but it only has a 2GB flash drive? No hard drive?? Or, do you mean it only has a 2GB hard drive? Either way, something doesn't sound right. I don't think HDs smaller than 10GB have been made for 3 or 4 years now. I can't imagine running a server in a business on a little flash drive.
Honestly, I'm not sure if you can install RHEL without X. Most all the RH management tools (esp. up2date) are GUI-based and I don't think there's cmd line equivalents. This is, after all, what you're paying the $1K+ for...RHN.
If you're going to run without X, I'd suggest something Gentoo (
http://www.gentoo.org) which is perfect for trimmed-down installations IMHO.
