leapp upgrade Curl error (6) upgrading rhel from 8.9 to 9.3

leapp preupgrade was ok
leapp upgrade fails

leapp utility fails
first error message observed
[SKIPPED] python3-pip-wheel-21.2.3-7.el9_3.1.noarch.rpm: Already downloaded
[MIRROR] libepoxy-1.5.5-4.el9.x86_64.rpm: Curl error (6): Couldn't resolve host name for https://cdn.redhat.com/content/dist/...el9.x86_64.rpm [Could not resolve host: cdn.redhat.com]

while dnf update correcly works

seems leapp utility needs proxy configuration in a specific file to reach a repository

tried to set it in /var/lib/leapp/el9userspace/etc/dnf/dnf.conf
but didn't work

where has to be set proxy for leapp utility ?
