Note that 2.4.18-3smp is no solution, because that version suffers from an ext3fs kernel panic bug. Don't use it.
Could be that you found some kind of regression which affects your configuration. Try to downgrade to the most recent update kernel for Red Hat Enterprise Linux 2.1. It was released end of January. Rebuild the src.rpm for kernel-2.4.9-e.59 as a last resort.
Red Hat Linux 7.3
has reached end-of-life long ago and is unsupported. You should have tried all the errata kernels and much earlier than in Feburary 2005. Fedora Legacy has released another kernel update for Red Hat Linux 7.3 (kernel-2.4.20-30.7), but that one is based on Red Hat's last 28.7 erratum).
