How to get 2.4.21-4.0.1.EL Kernel on Enterprise WS 3.0

I have loaded Red Hat Enterprise WS 3.0 because that was the release specifed to run an application (Tivoli Storage Manager). However, WS 3.0 comes with Kernel 2.4.21-4.EL or 2.4.21-4.ELsmp and Tivoli says it needs 2.4.21-4.0.1.EL or 2.4.21-4.0.1.ELsmp to load its device driver. Tivoli support is non-helpful. It seems all I need to do is download kernel-2.4.21-4.0.1.EL.i686.rpm and install.

However, I find many references to kernel-2.4.21-4.0.1.EL.i686.rpm, but NOTHING to download and install. Am I missing something? How or where do I get the Enterprise 3.0 Kernel 2.4.21-4.EL upgraded to 2.4.21-4.0.1.EL?

Thanks for any help....
