bandwidth

hello, i just installed red hat linux 9 and it comes with a lot of old software (such as mozilla 1.2) so, when i try to download the latest versions the transfer rate is about 0.2 kb in all the sites (mozilla.org, gaim.sourceforge.net, etc.). mi normal bandwidth is 256 kb/s but my isp is not the problem coz i can download files quickly with Windows OS in other machines. i noticed that the red hat network utility downloaded all the update packages very fast so, maybe the problem is a new bandwidth configuration or something like this =S

what can i do?
as you can see i'm a newb in linux =P
